High technical competence but limited commercial expertise The CEGB and the Area Boards developed a strong reputation for reliable technical operation of the system, but their commercial credentials were limited. The CEGB's record in managing construction sites and contractors was poor, with new power stations almost invariably coming online late and over-budget. They also had little experience in purchasing equipment and fuel on the world market because of a long tradition of buying only from British sources, to conform to (unwritten) government policy.</p><p> Almost all coal purchases (which then accounted for more than 75% of British electricity generation) were from the nationalised British coal company, the National Coal Board (subsequently renamed British Coal ). All major equipment purchases were made from British-based companies, such as GEC and NEI Parsons. One of the most powerful criticisms made by those that advocated privatisation was that, because the CEGB effectively had no choice over its suppliers, these deals meant that fuel and equipment were purchased more expensively than they could have been, at the expense of the electricity consumer. The Area Boards purchased almost all their power needs from the CEGB on terms over which they had little say. They also had the monopoly right to supply all consumers within their territory, so they had no scope to develop commercial expertise in two of the main areas of their business in the new system. On purchases of equipment, they were under similar constraints to buy from British suppliers as the CEGB. The one area in which they had some commercial expertise was in retailing consumer electrical goods (white goods). All the Area Boards operated chains of retail stores for these products, which also served as centres where electricity bills could be paid and advice given. However, these shops were not noted for their creativity and innovation in retailing and were often criticised by other retailers on the grounds that they were cross-subsidised by the main distribution and supply businesses. Nearly all the RECs have closed or sold off these chains, because they are not regarded as core businesses and are probably too small to compete effectively against the main retail outlets for these products. This business is therefore not considered further in this paper. The dominant figures in the balance sheet of March 1976 are the initial capital expenditure on property, plant, and equipment, and the depreciation and other capital provisions.</p><p> Subsequent Statements analyse each of these figures in considerable detail. The second explanatory Statement allocates the annual depreciation and allied provisions between the generation, transmission, research and general categories. Incidentally, the CEGB has such a large investment in research that the Board finds it worthwhile to bring out an analysis of assets devoted to this subject. Differences of detail reflect the difference in functions between the CEGB and Area Boards. The dominant figures in the balance sheets are the capital expenditure on fixed assets at original costs and the associated depreciation provisions. These two figures are analysed into further detail in other Statements. The Statement of Fixed Assets analyses the initial capital expenditures as at the beginning and end of the year, with the expenditure and writing-off during the year, divided into 13 categories of fixed assets (with three additional categories for generation in the South Western Board). The dominant figures are those for plant and machinery, mains—underground and overhead, and services (i.e. the connections between the distribution mains and the customers' installations). In 1977 and 1978, Ian Glendenning, leader of the CEGB Long Term Studies Projects report to the Labour Government of a study into wave power, said, “If wave power can be economically harnessed, its development potential along the U.K.</p><p> west coast exceeds the present installed capacity of the CEGB-there are currently an average of 120 gegawatts of wave power being dissipated on the beaches-nearly 5 times the annual average demand on the CEGB”. Now in 1980, with the present Government's die cast onto the nuclear chessboard, the CEGB is more sceptical of being able to produce energy this way at a competitive price. This obsession with price is further echoed in the Department of Energy Report No. 42 where it relegates wave energy as best to be regarded at present as a possible insurance technology, saying that the future of wave power is entirely dependent on its competitive position in relation to other electricity sources which in turn, depends on the country's nuclear capacity. I ask at what cost to the safety of all the people in this nation. I cast serious doubts on all this new found talk of pricing cheap by using nuclear energy. The CEGB, strongly influenced by nuclear scientists, discounts its own appalling record in producing cheap electricity from Nuclear Power stations such as its own white elephant down at Dungeness. However, back in 1978, Ian Glendenning's report did make the last Labour Government allocate money for wave development. By June 1978 a total of ?5.4m was made, plus a mysterious grant for ?300,000 to the International Energy Agency, to help develop a Japanese-controlled wave power experiment, based on an early British design. Here was Britain, then grappling with the slide to an industrial slump but keeping inflation at 8% and having to close shipyards, aiding Japan - one of the most successful countries in the current economic struggle - to develop a British idea, and also build a research ship (the turbines and generator made by Centrax Ltd with British money). Here we have an example of the politics of energy power being mismanaged, and many more examples are daily coming to light.</p><p> At a time when successive Governments have let our Steel Industry decline - because it was primarily geared to automobile steel plate - there is a growing need for steel and pipes for combined Heat and Power installations, steel plate for wave machines, steel for windmills, steel for Solar furnaces - the alternative methods of energy production are a new industrial revolution in their own right. Prince, in Welding in Energy-Related Projects, 1984 3.3 The Failure Assessment Diagram The Central Electricity Generating Board in the United Kingdom has developed an assessment technique known as the CEGB R6 method which satisfies the need for a reasonably simple method for assessing the integrity of structures containing defects over a wide range of material behaviour (Harrison, 1977). The technique has been designed to make the process of defect assessment more uniform by providing the assessor with an ordered sequence of operations. The R6 method differs from other assessment documents or codes in that safety factors are not included in the assessment procedure. Instead, a more accurate prediction of material behaviour is presented and it is up to the user to choose conservative factors to apply to a structure or vessel, based on experience or adopted code requirements. The R6 method is based on a two criteria approach which states that there are two limits to the failure load of a structure containing flaws; fully plastic and linear elastic. When performing an assessment, a point P with coordinates S r, K r is plotted on the diagram. If this point lies on or outside the assessment line, failure is predicted; if it lies inside the line failure is avoided. This line also represents the path of response or material behaviour as the load is increased on a structure.</p><p> The curve given in Figure 3 is an idealized version of the failure assessment diagram which predicts failure at stress ratios of 1.0, when the loading stress reaches the flow stress or plastic collapse stress. The flow stress in this case is estimated to be the mean of the yield and ultimate tensile strengths. Tests of specimens with various crack lengths and geometries show clearly that S r can exceed a value of 1.0 without failure. Figure 4 shows failure assessment curves for typical pressure vessel grade steels based on several crack length to plate thickness ratios. The details of the derivation of these curves is given in the appendix of the work by Bloom and Malik (1982). FIGURE 4. In the early post-war years, taking control of the provision of vital utility services and launching technological initiatives such as nuclear power generally gave prestige to the government. Now, government-inspired decisions on technology, siting and prices are all far more likely to lose than to gain votes. In this light, privatisation can be seen as allowing the market to do what was, till then, the government's 'dirty work'. For example, electricity privatisation allowed decisions which inevitably led to the run-down of the British coal industry but which could be passed off as the choice of the market. However, other political forces provided the main impetus for restructuring, in particular the Thatcher Governments' policy of transferring state-owned assets to the private sector. This type of substation is considerably smaller than the open switchgear compounds and is less onerous from a layout aspect. The plan area of a typical 400 kV metal clad substation for a 2000 MW power station is of the order of 1 hectare. This includes the associated electrical and auxiliary plant buildings and perimeter roads for access. The use of an indoor substation is more acceptable visually and is not affected by potential problems such as seawater spray, cooling tower spray or coal and dust pollution. It is preferable that the substation be located adjacent to and in front of the turbine hall as this shortens the generator transformer connections.</p><p> Ideally this will also be on the side of the site from which the transmission lines emanate so that the outgoing feeders can be arranged in an economical manner. It is also preferable that the outgoing circuits be overhead lines for as far as possible, as the use of 400 kV cables is very costly.
